Every Job. Every Day. Why the JSA May Be the Most Important Record You Keep
When I teach recordkeeping, I tell the class something very early:
Recordkeeping is not about filling out paperwork. It is about proving that we planned the work, identified the hazards, communicated the controls, performed the work correctly, and verified what happened.
Yes, documentation matters for regulatory compliance. Yes, records matter when an inspector, customer, insurance carrier, or attorney asks questions months or years later.
But good recordkeeping has a much more immediate purpose.
It helps keep people from getting hurt today.
And if there is one document I want a crew to take seriously on every project, it is the Job Safety Analysis (JSA).
Not once a week. Not when somebody remembers. Not only on the dangerous jobs.
Every job. Every day. Before the work begins.
Recordkeeping Starts Before the First Tool Comes Out
Look at the recordkeeping system we teach for renovation work, and you’ll notice something important: documentation doesn’t begin after an incident. It begins before the job starts.
Our RRP recordkeeping process starts with pre-renovation documentation, the renovation recordkeeping checklist, required notices, tenant-notification records, and documentation of worker training. The project record continues throughout the work and ultimately becomes the post-renovation report.
A good record tells the story of the job from beginning to end: Who was responsible? Who was trained? What information was communicated? What hazards were present? What controls were established? What testing was performed? Were containment and cleaning requirements followed? How was completion verified? And, critically, what did we do each day to protect the employees actually performing the work?
That’s where the JSA comes in.
The JSA: Every Job, Every Day
Our recordkeeping checklist contains an instruction that I don’t want anyone overlooking:
Job Safety Analysis Form — Complete this each day prior to work beginning.
The procedure also calls for the completed JSA to be photographed at the end of the day and sent to the supervisor.
There is a reason we say each day prior to work beginning. Yesterday’s jobsite is not necessarily today’s jobsite. Conditions change. People change. Equipment changes. Work changes. Hazards change.
So the JSA has to change with them. The JSA is not supposed to document what we usually do. It is supposed to make us think about what we’re doing today.
Stop. Break Down the Task. Identify What Can Hurt You.
The JSA starts with the supervisor, contractor, date, location and task activity. For each task, the crew identifies potential hazards and the corresponding recommended safe job procedures, including the PPE and tools necessary to control those hazards.
That’s the heart of a Job Safety Analysis: Think about the job in steps. Ask, What can hurt me while I perform this step? Then ask, What are we going to do about it?
OSHA describes job hazard analysis as one of the best methods for determining and establishing proper work procedures. The thinking is the safety program. The form records that thinking.
Our JSA Is Designed to Make You Look for the Things People Miss
Our JSA prompts crews to consider electrocution and shock, falls from heights, overhead work, lifting, sharp materials, slippery or uneven surfaces, moving machinery, hot surfaces, pinch points, flying particles, traffic, welding hazards, excavations, lead paint, silica, asbestos, poor work positions, noise, flammables, chemicals, confined spaces, poor lighting, heat and cold stress, compressed air, repetitive motion and other hazards.
Then it goes further: fire protection, PPE, GFCI protection, lockout/tagout, electrical inspections, high-voltage lines, scaffolding, lifts, ladders, containment and barricades.
Why? Because ‘Be careful’ is not a safety procedure. Identifying the specific hazard and deciding exactly how we’re going to control it is.
Don’t Fill Out the JSA in the Truck and Leave It There
A supervisor can fill out a JSA, check boxes, sign it and put it in the truck. Technically, there may be a piece of paper. But did we accomplish anything?
The JSA needs to involve the people performing the work. Gather the crew. Look at today’s work. Talk about today’s hazards. Ask employees what they see. The person actually performing the task may recognize something the supervisor doesn’t.
Then establish the controls before exposure begins. If the JSA identifies a fall hazard and the required fall protection isn’t available, the answer isn’t, ‘We’ll be careful.’ The answer is: We don’t begin that task until the hazard is controlled.
The Signature Needs to Mean Something
All crew members must sign in and sign out. When employees sign in, they acknowledge that they understand the safety precautions and have the training to perform the task incident-free. At sign-out, employees affirm that they worked safely and were not injured.
That signature shouldn’t be automatic. If an employee doesn’t understand the hazard, that’s exactly when we need to find out—not after an injury.
If Conditions Change, Stop and Change the JSA
If the work changes during the day, the JSA changes too. A JSA isn’t permission to work unsafely for the remainder of the shift because somebody completed a form that morning.
New task? Stop. New hazard? Stop. Different equipment? Evaluate it. Another contractor creates an exposure? Evaluate it. Weather changes conditions? Evaluate it. Something happens that wasn’t anticipated? Stop and revisit the JSA.
Record Near Misses, Too
Recordkeeping should capture what almost happened. Maybe something fell and missed an employee. Maybe somebody slipped but didn’t fall. Maybe equipment moved unexpectedly. Maybe a worker discovered an energized condition before making contact.
Nobody was injured. Great. But don’t throw away the lesson simply because everybody got lucky.
Bring that information back to the JSA. What did we miss? Why did we miss it? What control needs to change? Does tomorrow’s crew need to know about it? That’s how recordkeeping becomes prevention.
Recordkeeping Is Much Bigger Than the JSA
As important as the JSA is, it is only one piece of a complete recordkeeping system. In RRP work, records can include worker and renovator certifications, training records, pre-renovation documentation, tenant notifications, JSAs, test-kit documentation, paint-chip sampling records, cleaning-verification documentation, customer correspondence and the final post-renovation report.
The renovation recordkeeping checklist documents worker training, warning signs, containment, dust control, waste handling, cleaning and verification. Someone ultimately certifies that the information is true and complete.
That’s what good recordkeeping does. It creates a defensible history of the work.
Photographs Are Records, Too
Sometimes the best documentation is visual. Photograph the condition when appropriate. Document containment. Document corrections. Document the completed JSA. A photograph taken today may answer a question six months from now that nobody can answer from memory.
Because memories change. Records don’t have to.
OSHA Recordkeeping Is Another Part of the Picture
Formal OSHA injury and illness recordkeeping is also part of the system. Many covered employers maintain OSHA Forms 300, 300A and 301, or equivalent records. These records help employers and employees evaluate workplace safety, understand hazards and implement protections.
Accurate records matter. Recording an injury is not, by itself, an admission of fault or proof that an OSHA standard was violated. The goal should be accurate documentation—not hiding information because we’re afraid of what the record might say.
A Good Recordkeeping System Should Tell a Story
If I pick up the project file six months after the work is finished, I should be able to reconstruct what happened.
Before the job: Who was qualified? Who was trained? What notifications were required? What was the scope?
During the job: Who was there? What work occurred? What hazards were identified? What did the JSA require? What PPE and controls were used? What testing and inspections were performed? Did conditions change?
At completion: Was the area cleaned? Was verification performed? Were deficiencies corrected? Did anybody report an injury or near miss? Are the appropriate records assembled and retained?
That’s not random paperwork. That’s a documented management system.
The Most Important JSA Is the One You Do Before Someone Gets Hurt
After an accident, everybody becomes interested in documentation. Where’s the JSA? Was the employee trained? Who was supervising? Was the equipment inspected? What PPE was required? Did anybody identify the hazard? Did conditions change? Who knew about it?
Those questions become extremely important after an injury.
My challenge to every supervisor and employer is simple: Why wait until somebody gets hurt to start asking them?
Ask them before work begins. That’s what the JSA is for.
A JSA may take a few minutes. A toolbox discussion may take another few minutes. Correcting the hazard might delay the task. Do it anyway.
Because we’re not completing the JSA so we can say we filled out a form. We’re completing it so that the employee who signs in this morning is the same employee who signs out safely at the end of the day.
That’s the objective.
Every job. Every crew. Every day.
Identify the task. Identify the hazard. Establish the control. Communicate it. Document it. Then do the work safely.
